Re-Employment of Ex-Servicemen As per Department of Personnel & Training’s OM No. 36034/27/84-Estt(SCT), dated 2.5.1985, on an Ex-servicemen joining the Government job on civil side after availing of the benefits given to him as an Ex-servicemen for his re-employment, his Ex-servicemen status for the purpose of re-employment in Government would cease. As per DOP&T OM No. 36034/6/90-Estt(SCT), dated 10.10.1994, an ex-servicemen already secured regular employment under the Central Government in a civil post would be permitted the benefits of age relaxation as admissible for ex-servicemen for securing another appointment in any higher post or service under the Central Government. However, such candidates will not be eligible for benefits of reservation, if any, for ex-servicemen in Central Government jobs. Ex-Servicemen Contributory Health Scheme Some empanelled hospitals have stopped providing services in the recent past citing reasons of delayed payments, excessive deductions and low CGHS rates. 384 empanelled facilities have not renewed Memorandum of Agreement with ECHS till date. 69 empanelled facilities have rejoined after establishment of online billing system by ECHS. Actions like issuance of show cause notice, issuance of ‘stop referral’ pending investigations have been carried out against such defaulting hospitals. The hospitals have refunded the amount in most of the cases. 7th CPC Observation on linkage between Departmental Results Framework Documents (RFD) and Annual Appraisal Performance Report (APAR) Govt clarified today in Parliament regarding the annual increment for CG Employees and the modification of APAR system for determining Performance Related Pay. The 7th Central Pay Commission has retained rate of annual increment at 3 percent. The 7th CPC has also recommended withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service. These recommendations have been accepted by the Government. Backlog Vacancies Reserved for SCs, STs and OBCs Backlog Vacancies As per information provided by 10 major Ministries/Departments including Public Sector Banks/Financial Institutions, Central Public Sector Undertakings etc., 28,713 vacancies remained unfilled as on 31.12.2016, which comes to about 31% of 92,589 backlog vacancies reserved for Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs). Retirement Facilities for Employees Resigned from CPSEs Department of Public Enterprises (DPE) issued OM No. W-02/0017/2014-DPE(WC) dated 01.02.2017 clarifying the term “technical formality clause” as mentioned in point xvi) of OM No. W-02/0017/2014-DPE (WC) dated 21.05.2014. This has no effect on the provisions of the OM dated 21.05.2014. In term of para vii) read with para x) of Department of Public Enterprises (DPE)’s OM dated 21.05.2014, any employee resigning from service of CPSEs and joining another CPSE having broadly similar schemes of pension and post superannuation medical benefit the entire amount of employer’s and employee’s contribution along with interest accrued thereon would be transferred to such CPSE. As per paragraph 72(7) of the Employees’ Provident Funds (EPF) Scheme, 1952, the claim complete in all respects submitted along with the requisite documents shall be settled and benefit amount paid to the beneficiaries within 20 days from the date of its receipt by the Commissioner. Does the Allowance Committee adopt any lackadaisical approach in its work? As of now, the Allowance Committee Report is the most expected report by Central Government Staffs. The Federation Leaders have lost their Grip over Government to settle their demands. The Federations have erred by accepting the Government decision to constitute Committee to examine Allowances. They however should have insisted Government to implement the 7th CPC Recommendations before constituting committee for Allowances. It seems that the delay in submitting Allowance Committee Report is merely an unwanted procrastination. OROP – Disposal of grievance is monitored at the Highest level in the Government One Rank One Pension Scheme Around 3200 representations for addressing the anomalies on One Rank One Pension (OROP) were received from individuals / Associations which were examined and issues referred to the Judicial Committee on OROP for its recommendations. The Committee has submitted its report on 26.10.2016. Pension Grievances Cell in the Department is receiving grievances of the pensioners / family pensioners regarding non-payment of OROP benefits and taking up the matter with the concerned offices e.g. Controller General of defence Accounts (CGDA), Principal Controller of Defence Accounts (Pension) and Pension Disbursing Agencies (Banks) for redressal of their grievances in a time-bound manner. Pay Revision -UGC Academic Staff of Universities and Colleges Report on pay hike of teachers Minister of State for HRD Shri Mahendra Nath Pandey said in a written reply in Parliament on 23rd March 2017 that he Pay review Committee constituted by the University Grants Commission (UGC) for pay revision of academic staff of Universities and Colleges has submitted its report and the same is under consideration of the Central Government. The modalities to implement the revised scales in State Universities will be decided after approval of Central Cabinet in this regard.

‘ Sexual Harassment at workplace in PSUs’ Based on the norms and guidelines laid down by the Hon’ble Supreme Court in the case of Vishakha and Others vs State of Rajasthan & Others (JT 1997 (7) SC 384) to prevent sexual harassment of working women, DPE has issued guidelines vide OM No. DPE/15(4) /98(GL-004)/GM dated 29-05-1998 to all Ministries/Departments to direct the Central Public Sector Enterprises (CPSEs) under their administrative control to make necessary amendment in their CDA (Conduct, Discipline & Appeal) Rules on the lines of the guidelines laid down by the Hon’ble Supreme Court.
