Pensioners donate fund for martyrs In a noble and humane gesture, elder citizens from among the pensioners donated fund for military and paramilitary martyrs to Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh. Led by Secretary General of “Bharat Pensioners Samaj”, Shri S.C. Maheshwari, the senior, superannuated citizens met Dr Jitendra Singh here yesterday and handed over to him a cheque of the amount collected by them through donations by different pensioners. They said, they were contributing this amount to the Prime Minister’s Relief Fund for the specific purpose of welfare and care of the families of the martyrs from the military and paramilitary forces, who were sacrificing their lives in anti-terrorist operations. Impact of order dated 12-5-2017 The impact of above order dated 12-05-2017 can be analysed only after orders are issued. According to the orders the pay of pre 2016 retirees has to be notionally fixed in in revised pay matrix intrdoduced from 1-1-2016 and then fixing pension at 50% of pay. If the pension so fixed is more than the pension fixed with fitment formula of 2.57 then pension will be revised otherwise no change. It is presumed that option will be given to pensioners. For arriving at pay in revised matrix of 7 CPC for those who retired prior to 1-1-1996 notionally there pay will be fixed under V CPC scales and VI CPC Pay structure. Similarly for those who retired prior to 2006 it will be notionally fixed in VI CPC Pay structure and then in 7 CPC matrix. The pay for this purpose is pay last drawn as recorded in their PPO. Calculate to know the increase in basic pension! Comrades it is difficult to prepare any common table on this order. Actually the table recommended by 5th CPC should be first referred to fix the wages as on 1.1.1996 to pre-1996 pensioners; thereupon for them as well as to other retirees between 1.1.96 and 31.12.2005 their basic pay is to be multiplied by fitment factor 1.86 and appropriate grade pay to the replacement scale to be added; finally this quantum is to be multiplied by 2.57; the arrived sum to be compared with the Pay Matrix table of 7th CPC and the equal or a step higher stage amount in the ‘Level’ (Grade Pay based) appropriate to the replacement scale to be selected; then finally 50% of this sum to be the new refixation basic pension w.e.f  1.1.2016.
